Abstract. According to the World Bank classification, the EEU countries divided into two groups: the «transition» digital economy and the group of emerging digital economy. At the same time, the EEU has adopted strategic documents on digitalization. There is digital development backwardness in the EEU under the conditions of digital divide within EEU countries, necessity to build the «analog complements» of digital economy to provide digital dividends. The results show that the main limitations of digitalization are the mismatch between the developed mechanism and the existing achievements of the EEU countries in developing digital economy. The EEU countries need to implement a systematic approach to the digital economy development process and building the «analog complements». The main opportunity for the development digitalization in the EEU may become accumulated experience in Russia and Belarus, which can be used in practice by the other EEU countries.
