Impact of sanctions 2022–23 on the economic efficiency of the functioning of railway transport organizations in Russia (using the example of the Open Joint Stock Company «Russian Railways»)

Abstract. The purpose of this research is to assess the impact of sanctions in 2022–23 on the economic efficiency of the functioning of railway transport organizations in Russia (using the example of the Open Joint Stock Company «Russian Railways») with the development of additional assessment tools. Various aspects of the impact of sanctions in 2022–23 on the Russian economy are considered by a number of authors. At the same time, the impact of sanctions in 2022–23 Russian railway transport is studied quite rarely; the issue of assessing the impact of sanctions on the economic efficiency of the functioning of Russian railway transport organizations is also rarely raised, which determines the relevance of this study. To carry out this assessment, the author has developed integral indicators of the economic efficiency of the organization’s functioning: an integral indicator of profitability for net profit, an integral indicator of profitability for cash flows, an integral indicator of the economic efficiency of using fixed assets, an integral indicator of the economic efficiency of using working capital. Using the developed integral indicators and well-known indicators of the economic efficiency of the organization, it is shown that the impact of sanctions in 2022–23 on the economic efficiency of the functioning of the Open Joint Stock Company «Russian Railways» is practically absent. The assessment was carried out by comparing the values of indicators of economic efficiency of the organization’s functioning in 2022–23 with the values of these indicators in the base year 2019 (which is taken as a comparison base as a year conditionally without sanctions and without the influence of the coronavirus pandemic). The results obtained can be used for further research in the field of assessing the economic efficiency of organizations, including under sanctions.
